What makes fitting a panel difficult is the fact that the filler hole is not central in the recess ( at least on my car - 93 +4). So the cap would be offset and could look like a bodge. anyone actually done this mod?

I too would prefer an exterior cap as the recessed area has filled with water when the drain hole blocked up, had to drill another larger hole to cure this.
I was told by a dealer the flush locking panels were to comply with an new (at the time) regulation ( i think EU) that turned out not to apply after all, so MMC reverted to the nicer exterior caps later, or something along those lines.
