Ok,
The bolts should line up exactly with the holes. If you can rotate the collar, this could the issue, BUT you have a new style steering wheel so it could be different!
I hope you can see that the bolts are lined up! The camera angle makes it look like they are not, but it is a perfect 'fit'.
Simply pressing the collar down should allow the long bolt to pass through as below...
