Geoff, my 3-wheeler had goose pimples all over it and I was sure that a bare surface respray was pending. Because I had nothing to loose I polished it with an abrasive (T-Cut in UK?).
Bodger from how you decribe GOOSE PIMPLES this seems to be a different fault to what Geoff is experiencing, it sounds like you have had a case of over applied Paint and you were able to flat back the high spots (Orange Peel) until you eventually had a flat paint surface.
Please do not use T Cut Gentlemen, its old and DIY, Try 3M Finesse-it or Farecla G3....for Cellulose use Farecla G7.
They will work 4 x quicker than T Cut, cutting down time and eliminating Tennis Elbow
