I'm not familiar with that engine but it sounds to me as though you have a faulty or badly adjusted throttle position sensor. There are also other sensors that effect the fuel air mixture. The fact that it is happening on both sides would tend to indicate one of the sensors that effects the amount of fuel supplied. This could be air pressure, temperature, mass air flow or throttle position. I'm surprised a competent service center can't locate the problem.
