No not at all. There may be a Certificate of Title, depending on the country but the Certificate of Conformity is normally used only for the first registration and is simply a certificate that states the various criteria that applied to the European homologation (type approval) of the make and model and certifies that the vehicle VIN such and such complies with this specification. Normally the owner would never even see this document as it is surrendered to the motor vehicle registration authority when the vehicle is first registered and this is usually done by the dealer.

It does not have any real significance outside of the European Community but may be accepted by some other countries that the vehicle complies to certain accepted standards and test criteria.
