I tried to get a +4 covered for my kids to be able to drive at 18 and 20 all of the Morgan sources were a no. Got a quote from one of the on line providers for just under £800
Probably how the specailists control their quote costs, but manaing the risks. Larger (online) providers probably have a better spread of risk and can take on the risk (for a fee!).
