Whilst it won't completely do the job, there's a very smart little app available for iPhones and android called BT SmartTalk which enables you to use your mobile through your wifi connection. VOIP in other words. The recipient sees your mobile number when you call and the sound quality seems far better than Skype - crystal clear in my case. Depending on your BT package, calls are free too.
I use it a lot as I have no mobile coverage at home. However callers cannot route through the service, so it's one way only unfortunately.
You need to be at home to set it up as a code is phoned through to your home number - and a text sent to your mobile too, all for security.
The huge asset to the service is that when you're abroad you pay UK land line rates from your mobile.
