It doesn't matter where the holes go.
I think I now run with two 6mm holes.

On my car it is a software problem. The software which manages the engine is very bad.

It opens the valve letting more air into the engine, then adds fuel increasing the revs.

If you have a problem but run a silvertop engine I would start by examing the valve. Because I think your software is different, and even better.

My valve sucks non filtered air from outside the air filter. So after a while it gets stuck or moves very slowly, staying open longer than it should.

The valve is operated by an electric magneto(solenoid)which opens or closes a plastic piston kept in place with a spring.

Remove the valve and push the piston open. If the spring don't push it back, the valve is dirty or worn out.

You can clean the valve using electric cleaner. In my case the lubrication made it function better for a while, then it got stuck again.
