My belt used to run in about that position on the original sprocket which wore out in around 4000 miles , as Q8 says the later sprocket sorts this out as it has a lip on each side .
The black pipe is the same on mine , I presume it's meant to be like that ! I think it's some sort of filter and the pipe is the vent .
