one trick that makes replacing the shoes very easy is this: Take a couple of lengths of lockwire about 9" long and fold them in half. Wrap an inch or so of the free ends around the shaft of a screwdriver so that you have effectively a T handle with a loop of wire hanging off it.

Feed the loop through the hole in the brake shoe and around the end of the hook on the return spring.

Then you have pull on the t handle to held pull the end of the spring in the right position int the brake shoe.
