There is something a bit strange here. The M3W has car controls. It seems a bit stupid that someone who has a bike licence and has never driven a car could legally drive one. Needless to say it is also pretty stupid that someone who does not have a bike licence needs to get one in order to drive and M3W.

In Australia they have avoided this issue by deciding it is a car.

Category M

Vehicles with at least 4 wheels designed to carry passengers - essentially, cars.

What is needed is a sub-class of Category M for 3 wheelers with car-like controls.
