I remember being told a story by a friend about a good friend of his loosing control of his car on a corner for no reason. Thankfully his car went off the road, into a field and therfore while the car was damaged, he wasn't hurt.
Upon exiting the car, bewildered as to why he had left the road with such haste, he watched another car suffer exactly the same fate - thankfully missing his car but ending up in the same field.
Upon checking the road surface they found (what I believe) is the same substance I believe the above text mentions.
As there were no warning signs, I believe the local council had to cover the cost of repairs but, as per normal, not before a lot of legal wrangling and attempts to pass the blame/responsibility.
They seem to be dumping this stuff on every road local to me at the moment - awful thing and made all the more enjoyable when some numpty drives past you going in the opposite direct at speed, thereby peppering the side of your car with grit and tar.
