Yes, any NEW model released and type approved since 2011 is supposed to have DRL. I'm not sure if Morgan escapes this because they are a low volume producer or if the product range lives on prior type approvals.
I suspect that a traditional Morgan does not require type approval due to the fact the basic design has not changed for a long time, just engines, gearboxes and rear axle when Salisbury's were no longer used. Also due to the low volume produced each year.
