The 2011 rule only applies to new models produced after 2011. So if MMC produce a completely new model it would require DRL.

Exactly. Also why MMC has been able to ignore airbags and seatbelt warning and other nanny like devices for so long. Although talking to one of the SW Morgan dealer team I discovered new GDIs for the UK market have seat belt warning lights amd other stuff.
