Second reflashed speedo arrived and it looks like the solution.
After changing the speedo I tested on the Autobahn from 90 km/h to 180 km/h (first time so fast) and everything worked perfect.
Also the AVR function seems to work correct now
.
For those with the new VDO speedo you should check if there is a green dot on your speedo then it is reflashed and the problem should not appear.
