I think there are "local" teams that are used already. In West Wales they are often the ones who go initially to incidents often having got wind of them themselves and not via the national main news system. Local knowledge.
I have had contact with a couple, usually reporter with basic camera/ sound assistant at most.
We sometimes see estate cars/ 4x4 around with news team logos too.
I often wonder at the editorial influence too where "flavour of the month" seems to prevail.
When an incident makes national news there suddenly seems to be a spate of similar incidents reported.
BBC used to have a small office base in Swansea several years ago but I am not sure if it is still there.
There is also a small base for ITV in Carmarthen.(May be ITV Wales but I am not certain.
I would not be surprised if there aren't others dotted about.
There is a semi major studios in Llanelli for S4C that broadcasts in Welsh live on a daily basis - Tinopolis is it's name, also Llanelli's nickname as the main tinplate base in the world for many years.
