if it is wandering + and - of the actual i would say it is the float/sender unit giving an incorrect voltage and thus level.
If it is dropping and then climbing back and then dropping from the actual level but never going above the actual level then i would be looking for a poor earth or connection. Either on the tank end or on the gauge end.
