Yes it lowers the average Co2 output of the range to allow them to continue in the US. However it also gives them a cheap fleet of loan cars for the dealers !

Imagine putting your 87 Vantage, Virage V600 or DB9 convertible in for service and being told "we have an Aston loan car waiting for you around the corner sir" then seeing this.

Well I figure Maserati sales would increase if nothing else.
