Wherever it is it is not Italy. I don't know the language and the road signs are a little different. I have done a google search for the insignia on the cops vest and I think it is Fiscalização which seems to be the Brazilian equivalent of the Italian Guardia di Finanza (tax police) and, if that is the case, he would probably be reluctant to get involved in a traffic matter.

I agree with one of the comments: it is a little exaggerated and the car was driven off by a very agitated young man with very limited visibility out of the car. Quite dangerous really, not to mention the littering aspect.
