I would add a couple of "background checks" on the person you are buying from if it is a private purchase.
#1. When looking at the owner, good signs are nervous twitches and slightly unusual behaviour when mentioning things like "I intend to swap to a set of nice alloys" as you show intention to abuse their P&J. This should indicate a degree of care has been taken. The greater the twitch the greater the care all being well.
#2. Other odd interests are quite common as you can see from the post above DaveW takes a very personal interest in Neoprene for example

You rapidly become quite passionate about the car you have and someone who does not appear seriously interested will not have given it the due respect it deserves.
I would certainly include this in the decision criteria as the most important part of Morgan ownership is being involved in the upkeep of the vehicle in the same way you would care for a set of Purdey Shotguns. If they look and act like they care then you have a good foundation.
Mind you a 1000 yd stare and strong interest in explosives would remain negative signs.
