These numpties are exceeding a 60 limit are they really going to pay more attention to a lower one? It is not the speed that is the problem really it is speed in the wrong places or circumstances. The answer as ever is better driver training.
I wouldn't agree that open moorland with the possibility of animals should be a lower limit. A properly educated driver will be aware of the surroundings, observing what is happening around them, watching the road for tell tale signs and not hammering round bends faster than visibility permits.
It is irrelevant what the posted limit is driving to the conditions is what matters, it may well be lower than the limit.
