There used to be a perfectly good set of 3 rail tunnel, the Woodhead Tunnels, closed in the Beeching Era.
Now one carries high voltage national grid cables, the others are derelict not fit for use, so will be sealed.
So to build a descent road and rail line between Sheffield and Manchester will cost another £10b to £20b. I'd say worth every penny as most of the cost would go back into the economy.
