The answer for a bespoke car maker like Morgan would be to sell the basic car for less than 40k and have an after sales dept organised to install extras after registration and delivery. A sort of semi kit car approach rather like the way that the likes of Lotus used to sell the early Elans to avoid purchase tax.
When the 430 is 14 years old the annual road tax will be £500 or so whilst that on the replace model sold in 2017 will be 170 and the 40 year old will be FOC. That doesnt make sense.
