Check the fan switch. They are thermostatic and start the fan when they detect a high coolant temperature. They can be replaced with ones of different temperature settings. Mine is in the top tank of the rad. You could replace it with the type that is adjustable. You insert a sensor in your top hose and move a dial/switch to your desired fan start temperature.
