Not exactly true, "I" was allocated to Irish counties.

Looking at the Wikipedia article Vehicle registration plates of the Republic of Ireland it seems TSI was Dublin. However I think Peter's second point is valid, there weren't any 3 letter 4 number combinations.

BTW, over here it's LICENCE ... we know the difference between a noun and a verb. smile
