As long as the car starts and runs ok I wouldn't worry about it. I turn the ignition on and wait for the whirring to stop before pressing the starter button but sometimes it doesn't want to play so I turn it off and try again which normally does the trick.
No idea what Morgan do with the electrics but there is no consistency and no such thing as 'normal' where Morgans are concerned.
