The blacktop Zetec engine coolant fan is ECU controlled.
This isn't the first time I've heard of the ECU fan control failing.
The only (sensible) option is to rewire the fan through a manual switch or to have a boss welded into either the radiator or the top radiator hose to allow a thermo-switch to be fitted
