Re not using email........when I was in our police ops room we had an email facilty for people to report incidents. We would have someone log into them to view. We stopped it as some people used it for "immediate response" incidents and delays were therefore being built in. The people who initially introduced it had no experience of ops room and incident handling, just thought it was a good idea that would look like improved communications. It was dangerous though as potentially a delay could prove fatal.
Other departments resisted email contact though despite it being better than snail mail. Even direct tel contact was shyed away from....a dislike of having direct contact. These were all admin type departments not operational. It made our blood boil as we ended up taking the calls as "telephonists" instead of incident handling. They added to delays in people getting answers to xalls. 999 calls would all come through though.
