It is solid (black). Not sure about lacquer; none of the original docs mention it - but it might have been standard?
What age is your car? May give a clue re lacquer.
The reason I ask is that my 4/4 had a similar fate caused by seagulls.
Mine has solid paint and the solution was regular gentle polishing.
I used Meguiars, initially grade 2, then grade 3.
Took some time, but you would not now be able to detect the location.
