Button, you might want to think of an approach like this:
1. put some plastic electrical conduit over the fuel lines and wiring, you can get rectangular sections in various sizes
2. cover the whole area in saran wrap / cling film to prevent sticking
3. use expanding foam to build up the rough profile you want, then carve to shape with an electric carving knife
4. You can now remove the foam shape from the car, thanks to the cling film, and cover it with leather or vinyl.
5. Stick some velcro into the car and on the bottom of the new sill cover to hold it in place.
