Angle grinder with 80 grit paper on a pad. VERY quickly removes tar and leaves nice ventilation holes in the panel. Interesting patina.
In practise, though, I use Autoglym tar remover. A clay bar can get them off too but elbow grease needed. Wash car, remove tar, rinse, clay, polish, wax. A satisfying couple of hours.
