No, the accounts are fine, 2016 was the first year in which there were no significant errors made in
payments. Not that does not automatically mean fraud or waste, just that the rules weren't followed precisely - a procurement contract signed without being open to all bidders across the EU for example.
There is indeed fraudulent behaviour going on, over-inflating expense claims for example, or claiming for costs for which one is ineligible, but the majority of spending is actually handled by the member states, not the EU itself.
