In Germany (Munich area) all the "Tidy/Local Tips" have a shop where the waste disposal "technicians" guys pull out of the skips anything they think is "sellable"- then they sell it!. All above board and encourages recycling.
We have the same system in Devon and Cornwall and it works very well.
