The bins are the local authorities property hence the earlier jobsworth comment. We had a similar "issue" down here with a friend of mine testing his outboard in one
when said jobsworth turned up - he just cracked the throttle open and it got a bit wet and noisy and it crept back in it's hole.
Unlike in Germany you had to buy your own galvanised bin for DM50 back in 1976.
