Fully agree - good moove for the public.
He should have plenty of alternatives for dayly mobility...
For the rest of the world keeping the licence does not mean being forced to use it. Might just be a good feeling to carry it around. Could give me the feeling of it's my choyce not to drive.

I think that is a very good point about hanging onto your license but not necessarily using it, at least it seems that the opportunity has not passed. Let it be many years away and grant us the wisdom to know when the time has come.
