Generally speaking if your phone is in a mount it is ok to touch it to answer an incoming call or touch the off button but that is it. Any other interaction is likely to be an offence.
Sat navs, it is an offence to program them while driving. There is more than one offence related to mobile phones/satnavs. if you take your eyes off the road to interact or the vehicle weaves consider "Fail to maintain proper control or Careless driving" You can always take you case to the Magistrates but good luck with that one. Average total cost for losing a Mobile phone at court is currently around £850 !!!
