The charcoal filter is mounted in front of the fuel tank (when viewed from the rear), towards the left side. When working on the passenger seat belt the filter restricts access. There is just one self tapping screw, so the filter can be moved out of the way. As Craig explained the filter holds fuel vapor until such time as the engine is up to temperature, then the vapor can be burned in the engine.
