It looks like the measuring method has been adapted.

„WLTP will soon replace the disreputable NEDC measurement cycle, which has been in force since 1992 and no longer has much to do with reality on the roads. With the help of WLTP, the factory fuel consumption data will now be brought closer to reality.“

Whether WLTP is in any case more realistic or calculates a higher consumption than the true consumption is also not entirely undisputed. But the fact is that according to the NEDC calculation many cars were rated too economical.
