Its IN for OFF - OUT for ON.
Not on my 1993 4/4 it isn't John! Wasn't on my '76 or or '97 +4 either

I guess it depends on the water valve as fitted.
If the water valve looks like this:

Then the valve is closed when it's in the position illustrated. As far as I'm aware this valve was pretty standard through out the 1980's and probably later.
As can be seen, the valve is closed when the operating wire is pulled, so the under-dash knob is out. To operate the valve, the knob is pushed in, pushing the operating arm and allowing the valve to move away from the bottom and permit water to flow through the valve.
So yes, IN is ON and OUT is OFF for me.
