On my 94 +8 IN is OFF and Out is ON, the pull knob operates the water flow to the heater core. The heater core is under the metal plate on top of the bulk head, you can check to see if it runs hot with the engine running. The blower is next to it on the bulk head and should be able to be reached fairy easily. Goes without saying that you need to have the vents open on the side of the heater in the cabin!!!! The instructions can be found in your manual on page 8 under Hand Operated Controls.
