Hi Will, someone far far more knowledgable than me will answer your how and steering rack questions but my recollection from my Ferrari days was that you 'could' drive without Cats but you will need them replaced for the MOT. I don't think there's a legal ongoing requirement and the MOT is just a snapshot.
