When they first appeared the story was that it was because of the projection of the octagonal spinner nuts beyond the wheels and mudguards they were required to be fitted at the factory to give a more friendly radius when kneecapping pedestrians. The level of driving skill required to just clip a pedestrian with top of the spinner is presumably quite high. There was nothing in the regulations that said that they had to stay fitted once the car had been supplied to the customer.
