Aren't they effectively doing that with the first years road tax?
FCEV would seem to be the way to go certainly for heavier & commercial vehicles. There are only 13 hydrogen filling stations in UK, Aberdeen has two stations the first was around 5 years ago for hydrogen fuel buses.
