I had a problem on my 97 +4 so might not be relevant. It took me weeks to sort trying changes of sensors, ecu etc. In the end it was simple, the stepper motor drives a cam which acts on a brass pin which goes through the throttle body to act on the butterfly. This brass pin was sticking and after disassembly and a good clean my problems were solved.
