I've static balanced wire wheels and tyres since I started my apprenticeship for the West Coast Morgan dealer/distributor back in 1966.
No shake on my car up to 105mph (my 4/4). We used to static balance the wheels on one of the local F-Jr cars with no issues.

If a wheel was out of balance more than 3/4-1 oz., I'd deflate the tube and slide the tyre to a new position.

Just smooth cones for the wheels, nothing fancy. Nowadays it seems you can't balance a wheel/tyre without a great big fancy computerized high dollar/pound contraption.
