Depends what permit it is being run under.
If its Motorsport UK then I think the minimum requirement is for a 2.4l handheld AFFF extinguisher as dry powder was outlawed in 2018.
I always used to carry two....for the simple reason if you discharged one by accident or helping a fellow competitor, you were still compliant.
Fire extinguishers should never be loose to prevent damage to them or to the crew, they are a heavy pressurised cylinder at the end of the day.
Hmm the towing eye is a tough one. My gut feeling is probably not, its only for towing on level surfaces I guess - not a snatch tow of a car firmly embedded in the undergrowth!
