I believe that problem stems for the fact the fuel cap (and pipe) is from a motorcycle. I could never get my tank to show full and if I pushed it past the point where it wanted to 'cut off' due to back pressure, the tank would start to spill fuel onto the boot.
Not a very good design, truth be told.
