On another car of mine which had an unusual clutch friction plate, when it wore out, I took the old plate to a company near Bordon who put a new friction surface on it for me. Company now gone unfortunately. Maybe there is a company out there who can reline brake shoes?

There are, but not worth it as new OE ones aren't expensive & don't forget leading / trailing have different thickness linings which a lick 'n stick relining co will probably cock up
