In Germany, when we lived there in the 1990s, if you had a central heating boiler, gas or oil and a fireplace or wood burning stove it was a legal requirement to have the chimney swept and the boiler gas emissions checked..by the Sweep.
I agree that this should be mandatory.
The sweep was required to dress in top hat and tails... !!
