A severe case of 'Form over Function' by the look of it; or is it a case of 'cost engineering'?
I don't think so. Simply a sad oversight and then likely too much of a hassle to fix after the fact. I had heard (third hand and unconfirmed!) that there was an incident at the Works.
Problem is exaggerated by the fact that these d*mn evaporative emission systems make it so very easy to overspill these days.
